I believe a National Match sight.

There is a 1/2 minute "washer" that can be had to place on top of the standard serrations. It's serrated on both sides so be careful. 1 side is moa to match with the serrations on the receiver. The other side has the 1/2 moa serrations for the tit on the windage knob.

My match M1A has the ‘hooded’ rear sight. It’s a 1000 yard gun for those who can see that far. Me, anything over 200 yards, then I call for the artillery. “Fire mission over!” Anyway, to get the half minute adjustment you rotate the hood 180 degrees if I remember correctly.

The OP asked about windage, not elevation, but yes, rotate the hood on the hooded NM rear sight for 1/2 minute elevation adjustment.

You need a NM rear sight base and a NM windage knob.

In order to use the so called repair washer mentioned that will provide 1/2 MOA windage adjustments you will need a very sharp "tit" on your windage knob. With any appreciable wear it won't catch and hold the finer serrations on the washer. Fulton Armory sells the washer and calls it a "repair" washer.

The washer is for the elevation 1/2" adjustments. The elevation knob has a "tit" The windage knob does not have a "tit". Windage knob has four steps that engage four cuts in the receiver. NM windage knob and base have finer thread pitch.
