Lead Dipped?

Does this looked lead dipped. Bought this at the south store 11yrs ago for $125 IIRC, should have bought more lol.
It was in pretty rough shape so i sent it to Springfield Armory and had it reparked, just got it back today and noticed the 2 shades at the heal.
Winchester #12386XX.

Orlando is correct, receiver has been annealed. Alot of Winchesters had the anneal color done at the same 45 degree angle too

I also have one more question.
I put this rifle together yesterday and used a CMP new stock set.
There is a small gap between the lower band and the stock ferrule, is this normal with cmp stocks?
Its almost like the stock is just a tad short.

Those areas should not touch............they are suppose to have clearance
