I'm not seeing numbers on your barrel, but do on the receiver. Are you talking about the D28291 number? If yes that is the "drawing" number of the receiver. What that means is that is the number of the actual blue print used when making the receiver. All makers would have used that drawing number. The WRA stands for Winchester. The #2 before the WRA IIRC is a "revision" number to the original blue print. It means there were some changes made to the original blue print.
The "D" refers to the physical size of the blue print. There were 30-some revisions to the receiver alone. I have a May '45 (3.7 million s/n range) that is marked with a -37, i.e. a 37th revision.
