Adjustable Gasport questions

I have a Garand and The Gasport Not original it has two Allen set screws Screwed into the end of it. Is it safe to shoot like this and how do I set it up to make it work properly.

You have a adjustable gas screw to bleed off excess gas when shooting commercial ammo. I cannot comment on your screw it doesn't look like any I have seen.
Normally you start with screw backed out until rifle does not cycle anymore when fired then turn screw in until it cycles. Then install locking ring
