It is legal to sell, I have bought some from the CMP. It is AP pistol ammo that is heavily regulated, I do believe.

Easiest way is to google federal ammo laws. You will find that the laws are in regards to ammo that can be used in a pistol. Which 30-06 can't be, also green tipped .556 is exempt also even though it meets the definition of AP ammo and can be fired from an AR pistol.
